Adam Thiel
Founder and Principal
Kevin Roche is a 30-year fire service veteran and a FACETS principal. He has worked for the Phoenix Fire Department in Arizona for over 20 years including service as a Fire Protection Engineer and as an Assistant to the Fire Chief.
Kevin has extensive experience in Phoenix with public safety logistics, service planning and evaluation, fire prevention, and fire service administration. Kevin's fire service career began with his home town fire department in Clifton Park, New York. He is a graduate of the acclaimed Fire Protection and Safety program at Oklahoma State University and earned a Master's Degree in Political Science with a certificate in Public Administration from the University of Florida.
Kevin maintains a large network of key fire service leaders including those working for fire departments, apparatus manufacturers, regulators, fire marshals, and others. Kevin and his wife live in Phoenix with a daughter in college and a daughter in high school.
Adam Thiel is a FACETS co-founder and general partner. His career spans 25 years,
with service in five states (MD, NC, VA, AZ, and PA) as a deputy cabinet secretary,
state agency head, fire chief, incident commander, company officer, fire and emergency services instructor, hazardous materials team leader, paramedic, technical rescuer,structural/wildland firefighter, swiftwater rescuer, and rescue SCUBA diver. Adam has directly participated in planning, response, and recovery efforts for multiple
Presidentially-declared disasters and National Special Security Events (NSSEs),
including the 9/11 tragedy, hurricanes, tropical storms, floods, an earthquake, major
blizzards, political conventions, and sporting events.
In addition to public service, Adam has co-founded two successful consulting practices
advising clients including: federal, state, and local agencies; institutions of higher
education; non-profit organizations; law firms; and Fortune 500 companies in crisis
management, leadership, training development, risk analysis, policy implementation,
advanced data analytics, innovation, and business strategy. He was a senior fellow at
the Homeland Security Studies and Analysis Institute (HSSAI), is widely published, has
presented at more than 30 conferences in multiple states/countries, taught graduate-
level courses at several colleges and universities, and co-edited the International
City/County Management Association’s iconic “green book” Managing Fire and
Emergency Services, 4th Edition.
Adam completed doctoral coursework in Public Administration (ABD) and Public Policy
at Arizona State University and George Mason University, respectively; earned his MPA degree from George Mason University; received his BS in Fire Science from the
University of Maryland University College; and earned his BA in History from the
University of North Carolina at Chapel Hill. Additionally, he has completed the Virginia
Executive Institute, Harvard University’s Kennedy School of Government Program for
Senior Executives in State and Local Government, and the Naval Postgraduate
School’s Center for Homeland Defense and Security Executive Leaders Program.
